India's National Critical Mineral Mission Explained: What the Rs 34,300 Crore Plan Means for Manufacturers and Recyclers

The National Critical Mineral Mission (NCMM) is India's seven-year programme, okayed by the Union Cabinet on 29 January 2025, to lock in the minerals that actually drive electric vehicles, renewable energy, electronics and defence. It has a total outlay of Rs 34,300 crore, with Rs 16,300 crore coming from government spending and an expected Rs 18,000 crore from investment by public sector undertakings, and it runs from FY 2024-25 up to FY 2030-31. That’s basically the definition. But the more useful thing for a business reader is what changes on the ground, because for the first time India has put real funding, regulatory muscle and incentive schemes behind minerals it earlier treated like just an import line item. If you manufacture, recycle, trade, or put capital to work anywhere close to the metals value chain, the NCMM is now part of your day-to-day operating reality.
